Im Juli wird über das neue EU Urheberrechtsgesetz abgestimmt. Dieses schreibt es Internetplattformen (also Facebook, Twitter, Tumblr usw) vor, Uploadfilter einzusetzten um zu verhinderen das urheberrechtlich geschütztes Material hochgeladen wird.
Solche Filter funktionieren leider nicht so wie sie es sollen, was man ja an dem von YouTube sieht, der häufig auch Dinge als Urheberrechtlich geschützt bewertet wenn sie gar nicht sind, etwa Vogelgezwitscher.
Sie würden also zwangsläufig viele Posts löschen bzw. nicht hochladen lassen, die rechtlich völlig in Ordnung sind zum Beispiel wenn Zitiert oder Parodiert wird. Auch Memes gäbe es dann wohl nicht mehr!

Was wir tun können:
Benutzt diese Seite um herauszufinden wer die EU Abgeordneten aus eurem Bundesland sind. Sucht auf Ihren Webseiten nach Kontaktinformationen und ruft in ihren Büros an und/oder schreibt E-Mails. Ich habe einen Muster E-Mailtext verfasst, den ihr gerne kopieren und benutzen könnt:

Sehr geehrte

ich würde mich gerne zu Ihrem Standpunkt beim Thema EU-Urheberrechtsreform erkundigen, über die im Plenum im Juli in Straßburg abgestimmt wird.

Besonders gegen Artikel 11 und Artikel 13 dieses Gesetztes habe ich große Bedenken.

Artikel 11 bezieht sich auf das sogenannte Leistungsschutzrecht und ich bezweifle hierbei, dass es in dieser Form sinnvoll und praktikabel ist.
Ein ähnliches Gesetz gibt es in Deutschland bereits seit 2013 und hat bisher den Verlagen, die dieses Gesetz eigentlich unterstützen soll, mehr Prozesskosten als tatsächliche Lizenzzahlungen verursacht. Auch Artikel 11 ist eher schwammig formuliert und würde wegen zum Teil fehlenden Definitionen zu großen Rechtsunsicherheiten und zahlreichen Gerichtsprozessen führen. Außerdem kann es dazu führen, dass Artikel und Informationen weniger Reichweite haben, da beispielsweise Google News erfahrungsgemäß eher dazu tendiert, Dinge nicht mehr zu listen, als für sie zu bezahlen. Das macht es für den Bürger schwieriger, Informationen einzuholen und zu recherchieren, was wiederum für einen noch größeren Einfluss von Fake News sorgen würde.

Auch Artikel 13, der Plattformen für Urheberrechtlich bedenkliche Inhalte, die bei ihnen hochgeladen werden verantwortlich macht, sehe ich sehr kritisch.
Die einzige Möglichkeit für Internetseiten und -plattformen zu verhindern, das urheberrechtlich geschütztes Material hochgeladen wird, wären Uploadfilter.
YouTube benutzt seit einigen Jahren etwas Ähnliches, und obwohl es kontinuierlich weiterentwickelt wurde und Millionen von Euro verschlungen hat, ist es noch recht unzuverlässig. Der Filter ist bis Heute nicht in der Lage, alle Urheberrechtsverletzungen zu identifizieren und hält oft Dinge für Urheberrechtsverletzungen die gar keine sind, beispielsweise Videos die Vogelgezwitscher enthalten.
Andere Plattformen bräuchten einen Uploadfilter, der ungleich komplexer ist, als der den YouTube verwendet, um Bilder, Gifs, Videos, Tonaufnahmen und Text zu filtern. Solch einen Filter wurde bisher nicht entwickelt und wäre sehr teuer, was sich StartUps und kleinere Plattformen und Webseiten nicht leisten könnten.
Das Gesetz verspricht diesen zwar Ausnahmen, jedoch ist nicht geregelt wie diese Aussehen könnten, oder was überhaupt als kleine Plattform zählt.
Da die Filter, wie bereits erwähnt zwangsläufig fehleranfällig sind, würden auch sie den Plattformen kaum Rechtssicherheit bieten.
Noch schwerer wiegt allerdings, dass zwangsläufig auch legale Verwendungen von fremden Inhalten, beispielsweise Zitate oder Parodien, als Urheberrechtsverletzungen deklariert und nicht mehr zugelassen werden würden. Dies entspricht einem klaren Angriff auf die Meinungsfreiheit.

Ich hoffe, dass Sie meine Bedenken, die ich mit vielen weiteren EU-Bürgern Teile, ernst nehmen und gegen dieses Gesetz stimmen werden.

Laurent should have left ten minutes ago.
On the bar in front of him sat a glass of very expensive scotch. It was near-drained, though he could still feel its sharp bite on the back of his tongue. Laurent wasn’t quite drunk, but found that his more rational thoughts were dissolving before they managed to surface fully.
The bar was a riot. Other patrons jostled his elbows to order their drinks, and behind him, the crowd was too densely packed. A three-person cover band was committing high treason against Living On A Prayer, and behind the band was an amateur light show, commandeered by an adolescent at a laptop next to the stage, that was somehow worse than the darkness it disrupted.
Laurent should have left ten minutes ago.
And he would have, but for the figure on the other side of the bar stealing glances at him.
Laurent had absently registered the first glance, and paid it little mind. The second one caught his eye. He noticed that it lingered, and when he met it dead-on, the figure didn’t immediately look away. Laurent had been the recipient of enough glances in one lifetime to recognize the difference between appreciation and interest, but this glance was neither. It was desire, undiluted.
Laurent had a particular response to that kind of attention, when it came so early on. It was a particular stare, well-practiced and glacial, that marked him out as hostile terrain. It declared to the recipient that whoever he was, he would be found wanting.
But Laurent didn’t find himself inclined to use it in this case.
The figure on the other side of the bar towered over it, the centre of his group of friends, who were enough in number to take up most of their side. Jet black hair curled at his temple, loose and low over his forehead, and probably, Laurent mused, at the nape of his neck. The rest of his face was a pleasing arrangement of strong lines covered with early evening stubble. Laurent also noted that his black t-shirt was a size too small. It sat on his skin like a shadow.
Whoever he was, he wasn’t particularly good at multi-tasking. His friends caught his eye, spoke to him in his ear, and Laurent would watch as he visibly forced himself to focus on the conversation. He watched the reprogramming of his easy smile; the look of intent on his face, as though he could will his attention into holding; the way he would lean forward and offer a word or two back.
But a cycle had developed, and Laurent found that he enjoyed watching it take its course. The stranger would flick his gaze back to Laurent, and a few moments later, he would do it again, his looks growing increasingly reckless with each attempt.
Laurent felt heady with the attention, and it coursed through him like soft voltage under his skin. It made him feel like the only person in the room. He found his own gaze lingering, courting the attention, even though he hadn’t yet figured out what he wanted to do with it.
Laurent brings the scotch to his lips and briefly, untethers his imagination.
He imagines an empty bar, and silence, and kissing the red wine off those fulsome lips. Or a door, with Laurent’s back pressed against it, his body pinned warm in the slip of space between it and the stranger. A hand at his neck, stubble against his skin, lips pressing a line of feathery kisses down his jaw.
Perhaps Laurent’s had too much to drink. Perhaps Laurent doesn’t care.
By now, the stranger has lost interest in another friend, who has raised his hands in exasperated defeat and retreated. Laurent raises an eyebrow, and the stranger smiles back without a hint of shame. He drains his glass. The space between them sparks to life suddenly, a distance to be closed.
Laurent gestures to catch the barman’s attention. When he comes, he leans close and tells the barman to buy that man in the t-shirt, the one the other side of the bar, no—not the one with the tattoo, yes—the tall one next to him, a glass of whatever he’ll have.
He watches as the barman crosses the floor, passing a string of other patrons vying for his attention, and delivers the message. The stranger immediately looks to Laurent with something bordering on delight. A moment later, his glass of red wine has been replenished.
The stranger raises his glass in Laurent’s direction, toasting him. Laurent smiles, and this time, it’s an invitation.
That does the trick. The man begins to wade through his friends, and Laurent watches him make his way through the crowd.
His pulse, suddenly, feels louder than the music.
